Bug Fixes

• 79d353762 (#15783 by @sijie-Z) On macOS, process::restart (and AppHandle::restart) now relaunches the app bundle through LaunchServices (open -n) so the new instance no longer inherits the exiting process's stdio and process group, which crashed it on its first print when the original stdout/stderr reader was gone (e.g. launched from a terminal that was closed). Arguments are still forwarded.

• a225a18e6 (#16222 by @Legend-Master) Fix a panic when a once event listener receives multiple events before its queued removal is processed.

• 7c24f5b15 (#16231 by @Legend-Master) Fix Menu creation no longer takes MenuItemOptions with action directly
